THE CURRENT SITUATION IN ANKARA - ISTANBUL HIGH SPEED LINE PROJECT

WHAT IS ANKARA-ISTANBUL HIGH SPEED LINE PROJECT?

High Speed Train Project comprises the construction of a new double, totally electrified and signalled high speed line, independent of the existing line, fit for speed up 250 km/h.

The total length of the project is 533 km and the track sections are as follows:

. Ankara-Sincan ( 24 Km .)
. Sincan-Esenkent ( 15 Km .)
. Esenkent-Eskisehir ( 206 Km .)
. Eskisehir - Inönü ( 30 Km .)
. Inönü-Vezirhan ( 54 km )
. Vezirhan- Köseköy 104 Km .)
. Köseköy - Gebze ( 56 km )

As the track section between Gebze-Haydarpasa of 44 km will be transformed into surface metro by Marmaray project, this track section hasn't been inclueded in the scope of Ankara-Istanbul High Speed Line Project.

The construction of Ankara High Speed Train Station and the procurement of 10 train sets are also considered in the scope of the project.

PROJECT OBJECTIVES

. To create speedy, comfortable, safe transportation by constructing a double lined, electrified, signalled high speed line at a speed of 250 km/h between Ankara and Istanbul.
. To increase the share of railways in passenger transportation from almost 10% to %78.
. To decrease the travel time between Ankara-Istanbul

WHAT WILL BE ACHIEVED AFTER THE COMPLETION OF THE PROJECT?

. The share of railways in passenger tranportation will be increased from 10% to 78% by improving the compatibility of railways on Ankara-Istanbul route which is the most dense passenger and freight axis in terms of road, railway and airways.


. On condition that it is from center to center and service vehicles are used, the travel time which is 5-6 hours by road, almost 7 hours by rail, 3-4,5 hours by air on the route between Ankara and Istanbul, by putting into operation of Esenkent-Eskisehir track section, the travel time

. between Ankara-Istanbul will be reduced to 4-4,5 hours,
. and between Ankara-Eskisehir will be reduced to 1 hour
. and the travel time on Ankara-Izmir route will also be reduced.

By putting into operation track sections Esenkent-Inönü and Inönü-Köseköy in 2008;


. the travel time between Ankara-Istanbul will be reduced 3 hours,
. Ankara-Gebze will be reduced to 2 and a half hours .
. This significant time saving in travel time will turn the cities into the suburbans of other cities and give people who reside in different cities because of some obligatory reasons such as education or work the opportunity to travel one-day.

. The economic, cultural and social interaction between cities will increase.

. By being integrated with Marmaray Project, a seamless passenger transportation will be provided between Europe and Asia.
. When other high speed train projects are completed and put into operation, new high speed networks will be established on the important lines in Turkey.
. The double-lined high speed line to be constructed independent from the existing line will improve the capacity of the existing line and this will have a positive effect on other lines.

.Our country of which the urbanization rate has been increasing each passing day and industrializing will take an important step in 21th century, i.e. “New Railway Era” with high speed train which is the vehicle of the modern public transportation.

.Turkey on European union full membership process will be prepared for this process in terms of its infrastructure.

.By Railways which is the most modern transportation system, not dependent on oil, cost efficient, has long expected life, uses less area in comparision to highways, enviromental friendly by its catching the era; its competitiveness and transportation share will go up and this balanced system will have many positive effects on our economic, social and cultural life.


.The more developed the railways is with high speed train era, the more Turkish public will get acquataince with railways and adopt it.

.Turkey will become sixth in Europe and eighth in the world among the countries operating high speed train.

. Turkey will become the sixth country in Europe and the eighth country in the world.

TRACK SECTIONS OF THE PROJECT AND THE WORKS THAT HAVE BEEN COMPLETED

WHAT HAS BEEN DONE ON THE ESENKENT-ESKISEHIR TRACK SECTION?

The tender of the project Esenkent-Eskisehir (Inönü) track section of 206 km was made on September 19, 1999 and the contract was signed with AOG Commission on December 23, 2000. After laying the foundation on June 8, 2003, the construction works were started on December 10, 2003.

.The project has been transformed from the rehabilitation including the construction of an additional track along side the existing line into the construction of a new high speed double-lined track.

.During the embankment and excavation works, 2.5 million truck service and 25 million ton excavation were performed.


. 2.5 million balasts have been carried by 164 thousand truck service
. The construction of 254 culverts has been completed.
. 26 Road overpasses have been constructed.
. 2 highway bridges have been constructed.
. 30 highway underpasses have been constructed.
. 7 train bridges have been constructed.
. 85 level crossing problems in total have been resolved.
. 13 River bridges have been constructed.
.4 viaducts of 4119 meters in total have been constructed.
.1 tunnel of 471 m has been constructed.
.52 thousand ton rail
.and 680 thousand sleepers paved

on the track of 412 km in total.

. In conclusion construction equal to 30.000 flats where 120 thousand people can live in total has been realized.

The construction works on this section have been almost completed and test drives were initiated on April 24, 2007.

In the test drives being implemented by TÜV SÜD Rail GMBH in phases, in the first test drives performed on the North track, the speeds reached up are as follows:

1. Phase : V?120 km/h
2. Phase: 120<V ? 160 km/h
3. Phase: 160<V?200 km/h
4. Phase: 200<V?250 km/h

These test drives were performed by the participation of related officers of Mermec, TÜV SÜD and TCDD as well as related people from the Turkish universities.

During the test drives where the speed were increased step by step on the completed track sections of the line, it was reached 250 km/h + % 10 KM/h = 275 km/h speed.

ESKISEHIR-INÖNÜ ( 30 km )

On this track section, a contract was signed with SIGMA Ins. ve Turz. Isl. Tic. AS on March 23, 2006 for the construction works and the works were initiated on April 3, 2008. The tender for the supply works of the track section was made on April 7, 2008 and the contract was signed with SIGMA Ins. ve Turz. Isl. Tic. AS on July 3, 2008.

Following the taking over on July 22, 2008, the works were started. The structures to be built within the scope of the first contract were completed and the work has been finalized by 100% of the estimated price. For the incomplete works, the supply tender was made. The winding-up processes for the said work were performed on October 24, 2008 and the track section of 22 km in total has been made prepared for the construction of superstructure. A contract was signed with Yapi Merkezi Insaat ve Sanayi A.S. on December 27, 2007 and taking over was made on January 14, 2008.

SINCAN-ESENKENT ( 15 km )

For the track section between Sincan-Esenkent of 15 km,a contract was signed with SIGMA Ins.ve Turz.Isl.Tic.AS on March 24, 2006 for the construction works and the works were initiated on April 3, 2008.

In the project the infrastructure works have been completed by an 120% increase in the estimated price and the provisional acceptance of the work was realized on October 22, 2008 and taking over to superstructure was made. A contract was signed with EMRE RAY Enerji Ins.San. Ve Tic.Ltd.Sti. on April 25, 2008 and taking over was actualized on August 15, 2008.

ESKISEHIR STATION IS BEING BUILT UNDERGROUND

It is intented to provide the passing through Eskisehir underground as the transportation within Eskisehir city center is interrupted by the existing railway lines at different points and it is aimed to find a solution to the level crossing problems.

In order to provide the customers with a more effective service, the existing Freight and Storage centers were moved out of the city and it was intented to transfer the services for handling and depot maintenance performed in Eskisehir Station to Hasanbey in the Eskisehir Organized Industry zone.

Eskisehir Station Passage Project is 3,4 km in length. 2240 m of it is covered track and 1151 m is U-cleavage.

In the tunnel there will be in 5 lines in total. These lines are respectively :

•  2 high speed lines

•  2 conventional lines

•  1 freight line

• the interior of U-cleavage is designed as triple track, 2 are of high speed and 1 of conventional line.

The tender for Eskisehir Station Crossing was made on September 8, 2007 and the contract was signed with NET Yapi ve Tic.Ltd.Sti.- GÜLÇUBUK Ins. Mak. Turz. San. Tic. Ltd. Sti. IS ORT. on March 3, 2008 and the taking over of the work which will be completed in 540 calender days was made on March 18, 2008. Within the construction area, related to the remaining infrastructure tranfers, deplacement works of 1000 Ø and 500 Ø have been completed and telecommunication and electrical projects have been approved. The works on the project related to deplacement of natural gas network are under process. Towards the direction of Ankara,on the South part, the construction of a L-wall of 96 m was completed. To start the construction works on the other parts of the project,it is being awaited for the completion of the provisional operation.

INÖNÜ-VEZIRHAN, VEZIRHAN-KÖSEKÖY ( 158 km )

The second phase of the projcet which is of 158 km covers the construction of two track sections; Köseköy-Vezirhan and Vezirhan-Inönü respectively.

. PHASE 1: KÖSEKÖY-VEZIRHAN: 104 km

. PHASE 2: VEZIRHAN-INÖNÜ: 54 km

The contracts and loans for both sections have been signed and the decree of Board of Banks has been taken. It is intended to complete the construction works by 2010 after making the advance payment and taking over within 2008.

KÖSEKÖY-GEBZE

In order to connect Inönü-Vezirhan-Köseköy track section of which tender was made in the scope of Ankara- Istanbul High Speed Line project and Gebze and H.Pasa section which falls into the scope of Marmaray Project, it is aimed to make Köseköy-Gebze section suitable for high speed train operation.

The preparations for tender of this track section of 56 km are stil going on and it is intended to complete the construction works for this track section simultaneously with Phase 2.

ANKARA-SINCAN ( 24 km )

Project works have been performed in order to make the track section between Ankara- Sincan track section which is a part of Ankara-Istanbul high speed line project suitable for high speed train operation and to rearrange the existing suburban lines, platforms and stations.

It is planned to built 6 lines, 2 for high speed train, 2 for suburban trains and 2 for conventional trains between Ankara-Behiçbey and 5 lines, 2 for high speed trains, 2 for suburban trains and 1 for conventional trains.

The suburban lines and service units on this track sections to service city transportation together with city transportation will be constructed on the level of subway.

It is intended to go out tender for Ankara-Sincan track section within 2008 and complete the construction works in 2009.
