GENERAL INFORMATION ON THE DOMESTIC GOODS TRANSPORT

As TCDD; we carry out your transportation ranging from raw material, spare parts, food to end product, automobile, white goods with our wide wagon park since 151 years, in 4 seasons and 365 days bearing in mind the customer satisfaction.

By improving itself continuously in transportation sector, searching for the best and keeping pace with the technology, TCDD, on one hand, provides railway transportation for the logistic sector, on the other hand, it realizes necessary legal regulations with re-structuring itself during EU railways harmonization process.

Block Train Operations were launched as of the beginning of 2004 in order to perform faster and more efficient transportation by using our existing transportation capacity the best.

After Block Train Operations were started, amount of freight carried has been grown, sources has been used more effectively therefore transportation period has become shorter and customer satisfaction has been increased.

Block train operations both in Turkey and for international freight transportation have been launched at the same time.

For the transportation demands of the goods that have the same arrival and departure points, on block train transportation;

it is necessary to apply to the office on which the loading will be performed or to the Regional Directorates to which the office is related or to the Freight Department.

Rules Applied on the Freight Transportation:

For all carriages, a consignment is issued on the name of a sender and a recipient. TCDD is not responsible for the delays that may occur during delivery process due to the false or missing information on the consignment.

Sender has to give true information about the type and weight of the goods to be transported.

Goods should be in a sufficient package in order that it will not be broken, damaged and lost in value in the course of transportation.

Sender or a person assigned by the sender can travel on the same train with those goods (as a companion) for the aim of protecting some goods to be transported (i.e. vehicles etc.)

Sender has a right to change the recipient registered on the consignment while the goods are on the way or after the consignment is issued or the goods are arrived at their destination.

Goods that are accepted for transportation are insured by TCDD provided that the value fee is taken.

Goods That Are Not Accepted For Transportation

TCDD does not accept the transportation of

goods that are forbidden by Government to be transported,

goods that are considered as inappropriate for transportation because they are not suitable for the vehicle and facilities in terms of size, weight and package,

goods that are dangerous for the rolling stock and facilities and the lives of the staff even if they are packaged,

perishable types of goods and livestock to be carried to the stations on the line sections on which passenger trains are not operated.

While calculating the freightage,

type and
weight of the goods,
distance between arrival and departure stations

are taken into account.

Freightage can be paid in the departure station in cash by sender or in the arrival station if it is demanded (except for some other transportation done through special conditions and transportation of the goods having a value that doesn't cover the freightage).

Freightage could be paid in cash as well as with advance payment, on credit and with credit card.

Transports by Special Train

In the case that a special train is demanded for freight transportation, one should demand it at least three (3) days before and pay the 50% of the freightage amount to be calculated, as caution money.

Freightage is accrued as 50% higher than its real weight according to the type of goods provided that the goods are not less than 650 net tones. Freightage of the transportation of dangerous goods is 100% higher.

All the wagons of the special train should be loaded within 24 hours and unloaded within 24 hours at the arrival station. Otherwise, demurrage will be collected.

Wagons not Loaded and Unloaded on Time

The wagons those are allocated to customers are required to be loaded and unloaded within the exemption period. In case the exemption period is exceeded, demurrage is collected for exceeding time.

Goods transportation on loan and prepayment

By taking the economic and conjectural situations of domestic goods transportation into consideration, the customers of our Establishment can make payments on loan by giving a guarantee and signing a contract. This service is rendered for the purpose of attracting mass transportation operations to railroad and providing our customers with payment facilities.

Customer demands are evaluated according to the conditions below:

Customers are required to apply in written to the Freight Department by specifying the departure and arrival station, type of the goods, monthly tonnage and duration for transportation and the type of wagon demanded. If the results of the evaluations show that the transportation can be performed, on-loan transportation demands of the customer are accepted.

Customers, whose on-loan transportation demands are accepted, should provide the following documents:

•  Full performance bond which is in sufficient amounts, within the limits,
•  Original copy of trade registry (published on Trade Registry Gazette),
•  Original copy of the notarized signatory circular.

Moreover, prepayment transportation requests of the customers are accepted when they deposit the amount of freightage at our workplace or pay desk at our head office. For these transports, freightage and other expenses related to Domestic Goods transportation are collected from the prepaid money. Freightage is followed monthly.

Procedures to be followed for the loss, declining, damage etc. of the goods

Related to the Domestic Goods Transportation performed by our Establishment, for the compensation of the damages resulted from transportation disorders such as loss, declining, damages etc., person or companies owning the goods are required to apply to the TCDD General Directorate, Freight Department, Domestic Goods Procedures and Demands Office with the original and copy of the relevant transportation document (3 copies) and a petition indicating the requested compensation amount.

Since the Regional Directorates assess the compensation demands in the case of loss, decline, damage etc., the owners of the goods can apply to the Regional Directorates and offices where the transportation is performed, with the required documents.

Only TCDD General Directorate, Freight Department, Domestic Goods Procedures and Demands Office is in charge of the refundment of the fees which were charged excessively for several reasons (freightage, shunting fee, demurrage or line occupation charge etc.) in return for the Domestic Goods Transport or additional services. For this process, the person asserting that “the excessively freightage was collected” is required to apply to the TCDD General Directorate, Freight Department, Domestic Goods Procedures and Demands Office with the descriptive petition on this matter, related transportation document proving the payment or other documents.
