GENERAL INFORMATION ON THE DOMESTIC GOODS TRANSPORT

Railroad transport business is oriented towards bulk and programmed trnaport operations and separate transports are also performed. Domestic cargo transports:
- TRNASPORTS PERFORMED BY TCDD WAGONS
In case the companies performing programmed transports sign a protocol with our Establishment, the allocated wagons are utilized for transport operation within turnist for performing the transport operations without delay. For empty wagon transports, the fixed empty transport fare specified in TCDD Goods Tariff is charged.
It is required to load and unload the allocated wagons within the exception periods specified in TCDD Goods Tariff.
This protocol is valid from 4 months to 1 year and a bank guarantee letter is requested for every allocated wagon.
These are the transport operation performed by requesting wagons from our stations and warehouses without protocol.
We have been continuing our studies since 1997 for encouraging our customers, who have ben or will perform transport with our Establishment, to become wagon owners.
In this context, the third persons, who become wagon owners by signing a protocol with our Establishment, enjoy a reduction 45% for loaded transports and they are charged the fixed transport fare specified in TCDD Goods Tariff for empty wagon transports.
LAND CONTAINER TERMINALS
The efforts for increasing the transport operations of our Establishment by setting up railroad connection with the Organized Industrial Zones that develop quickly in our country have been made since 1990.
For the purpose increasing railroad transportation in connection with the transport operations from our seaports, diminishing the problems faced at seaports by transferring the services like customs clearing, handling, etc. those are traditionally rendered at seaports to production centers, and meeting the increasing container needs of important foreign trade and industry centers, research studies were performed in 1977 at Afyon, Ankara, Balikesir, Gaziantep, Denizli, Erzurum, Eskisehir, Kahramanmaras, Kayseri, Konya, Malatya, Sivas, and Usak provinces.
As a result of this study, we have concluded that container handling sites can be constructed in Denizli, Balikesir, Konya, Kayseri, Kahramanmaras, Gaziantep, and Ankara provinces and the first facility was constructed and out into service in Gaziantep province and location studies for such facilitates have been started in Denizli and Kayseri provinces. These terminals will be put into service within shortest possible time.
General Principles about the Application
For all transport operations, the transport document is issued in the name of a dispatcher and a receiver. TCDD will not be held responsible for the delivery delays that may arise from the incompleteness or incorrectness of names and addresses to be mentioned in the transport document.
The dispatcher must correctly notify the definition of goods and weight thereof correctly.
Goods must be sufficiently packed for preventing the breaking, deformation or value loss during transport.
For the purpose of protecting certain goods (e.g. vehicle, etc.) during transportation, a person appointed by the dispatcher can accompany the goods on the same train.
The dispatcher has a right to change the receiver or arrival station of the goods registered in the transport document after preparing the transport document or while the goods are on the way or after the arrival of goods at their destination.
The receiver can request to send the goods those have been delivered at the arrival station to any other station through "Reshipment" procedure.
The goods those have been accepted for transportation are insured by TCDD.
The goods those are not accepted for transportation by TCDD are:
The goods transportation of which is prohibited by the Government;
The goods those are not suitable for transport since they are not appropriate for the vehicles and facilities by reason of their dimensions, weight or packages;
Even if they have been packed, the goods transportation of which is dangerous for rolling stock, railroad facilities, and for the lives of personnel;
Livestock and high perishable goods transport to the stations of route segments where passenger trains are not operated;
Freightage;
Goods'
Type and class;
Weight; and
The distance between departure and arrival station are taken into account for calculating the freightage.
The freightage can be paid in advance by the dispatcher at the departure station or at the arrival station, if so requested (exclusive of the goods having a value not meeting the freightage and certain transport operations performed under special conditions).
Transport Operations under Special Conditions:
Livestock Transportation:
"Veterinary Health Report" must be submitted at the departure station specifying that the livestock can be transported without problem.
For these transports, the number of animals to be loaded on wagons is fixed according to the m² of wagons. TCDD will not be held responsible for the damages that animals may do each others.
In case a guard is requested for these transports for each wagon, a shepherd dog is transported free of charge.
The livestock are transported on full wagon basis and the freightage is collected in advance.
It is obligatory to stop for a REST during the transport operations for more than 36 hours. Stopover stations are determined by the Directorate-General.
Transportation Vehicles Transportation:
All kinds of vehicles those transport goods or passengers on land, sea, and air can be transported.
For such transport operations, one person can accompany per wagon free of charge.
As a general principle, the freightage is collected in advance at the departure station. However, the Area Directorates are authorized to decide the collection of freightage at the arrival station provided that a Bank Guarantee Letter is submitted or caution money is paid in advance.
Funeral Transportation:
Performed only on full wagon basis. It is obligatory to place the corpse in a coffin inside of which is zinc or lead coated and to submit the required permit obtained from the competent authorities for transportation.
Funeral wagon is hitched onto the passenger trains. For such transport operations, the fare is paid in advance at the departure station.
Transportation by Special Train:
In case a special train is requested for goods transport, it is required to demand it at least (3) days before and to pay the 50% of freightage as caution money.
Freightage is assessed with a supplementary rate of 50% on the basis of the actual weight according to the goods class, on the condition that the weight of goods must not be less than 650 tons. The freightage is increased by 100% for the transportation of dangerous articles.
All of the wagons of special train must be loaded within24 hours and unloaded within 24 hours at the arrival station. Otherwise, a waiting fee will be collected.
Other Information:
Wagon Order:
For the goods to be accepted for transportation on full wagon basis, the customers are required to order wagons. Wagon requests are made at loading (departure) stations. A certain amount of caution money is paid in return for this service, but this caution money is returned in full during transportation process.
Wagons not Loaded and Unloaded on Time:
The wagons those are allocated to customers are required to be loaded and unloaded within the exemption period. In case the exemption period is not observed, waiting fee is collected for exceeding time.
GOODS TRANSPORTATION ON LOAN AND PREPAYMENT
By taking the economic and conjectural situations of domestic goods transportation operations into consideration, the customers of our Establishment can make payments on loan by giving a guarantee and signing a contract. This service is rendered for the purpose of attracting mass transportation operations to railroad and providing our suctomers with payment facilities.
Customer requests are assessed according to following conditions:
The customers are required to file their applications by specifying departure and arrival stations, definition of goods, and annual tonnage for transportation in writing with a bank guarantee latter prepared for sufficient amount within time limits, revenue stamp fixed by the Ministry of Finance (3.000.000.- TL for 2002), original copy of Trade Registry (published on Trade Registry Gazette), and the original copy of signatory circular certified by a notary public.
Prepayment Transportation Requests of our customers is accepted when they deposited the amount corresponding to the transportation fee at our workplace or pay desk at our head office. Freightage and other expenses regarding Domestic Goods Transportation are offset against the prepayment. Prepayment transportation amounts are followed monthly.

PROCEDURES FOR THE LOSS, DAMAGE, ETC. SITUATIONS OF THE GOODS
For Domestic Goods Transportations performed by our Establishment, for the compensation losses due to missed, damaged, etc. goods, the persons or organizations those are the owners of goods are required to file their applications at Directorate-General of TCDD, President's Office for Traffic Department, Domestic Goods Procedures and Claims Office with the original or Xeroxed copy of the relevant transport document (3 rd copy) and a petition documenting the requested compensation amount.
Since the Area Directorates assess the compensation claims in case of loss, damage, etc., the owners of goods can apply the Area Directorates and workplaces where the transportation is performed.
Only Directorate-General of TCDD, President's Office for Traffic Department, Domestic Goods Procedures and Claims Office returns the excessively charged expenses for several reasons (freightage, shunting charge, waiting or line occupation charge, etc.) in return for Domestic Goods Transport or additional services. For this purpose, the persons or organizations those asserting the "excessively freightage collected" claim are requested to apply Directorate-General of TCDD, President's Office for Traffic Department, Domestic Goods Procedures and Claims Office with a petition explaining the subject accompanied by the related transport document indicating the freightage payment or the other documents.
